The internet and the web are not the same thing.
A browser uses a network, but the network was not built for browsers alone.
Infrastructure and an application
The internet connects networks so systems can exchange data. The World Wide Web is a system of linked resources used over that infrastructure. Tim Berners-Lee developed the Web at CERN. The first website described the Web project itself.
A comparison you can test
Think of a transport network and one service operating on it. The roads are not the same thing as a bus route. Closing one bus service does not prove that every road has disappeared.
Likewise, one website failing is not enough to show that your internet connection has failed. The site may have a problem while other services remain reachable. The analogy is limited, but it helps separate a particular service from the infrastructure it uses.
Ask what actually failed
If 3 SECONDS opens but one external source link does not, you already have evidence that at least some web access works. If no websites load, the cause still needs investigation; that observation alone does not identify one specific broken component.
A careful description helps: “This page returns an error” is more informative than “the internet is broken.” State what you tried and what happened before choosing a diagnosis.
In the game
“Who developed the Web?” is not the same question as “Who invented the internet?” The latter cannot be fairly reduced to the same single-person answer. A quiz should name the contribution it is asking about.
The same distinction helps explain a browser game: its interface is a web application; shared rankings additionally rely on server requests and storage. Seeing a locally saved score does not by itself prove that a shared leaderboard received it.
Read a URL as several parts
In https://example.org/learn?topic=moon#sources, https names the scheme, example.org is the domain, /learn is the path, topic=moon is a query parameter, and sources is the fragment. The fragment identifies a location or state on the client; it is not included in the ordinary HTTP request sent to the server.
A link such as /help supplies a path while keeping the current origin. A complete URL can instead specify another scheme, host and port. Familiar page labels do not tell you which destination a link actually names: inspect the address itself.
Separate a page failure from a connection failure
If one page fails, try another page on the same site and a page on a different site. Those observations help distinguish a narrow page problem from a wider service or connection problem. They do not by themselves identify the precise cause.
The distinction between the web and its underlying network is useful because the layers can fail independently. A working connection does not guarantee that a particular web server is available, and a working web page does not establish that every other network service works.
